Introduction
A policy is seen as a definite course of action taken by governments, institutions in attempt to solve a particular problem being faced. A policy often takes the form of a guide with steps to be followed when making certain decisions. With regards to the environmental planning, an environmental policy is regarded as a commitment made by the government or institutions in relation to environmental issues. This paper forms a model for developing an environmental policy for protecting water resources from adverse effects of human activities

As noted earlier environmental policies are developed in response to a given environmental situation of problem. In most of the cases, the policy acts like an action plan to address a particular situation in the environment.
The need for policy development is mainly to change people’s minds and behaviors in a manner that not only benefits the environment but also benefits the people (Dovers & Hussey, 2013).With an environmental policy in place, it becomes easier to for positive attitudes and behaviors of people towards the environment to developed. The steps and actions noted in the environmental policy are crucial in ensuring people become involved in the process of environmental protection.
Through environmental policies, it becomes easier for economic, social and environmental considerations to be made. Developing a working environmental policy is a crucial step in environmental planning and sustainable development because it allows the government or institutions in place to fully understand the impacts of their actions towards the environment. the policy should help in environmental sustainability (Daly, 2007). The policy will be developed to form a platform for engaging with the government and other institutions in matters pertaining the environment.
