The focus of this study evolves around measures taken by the Rwandan government to embrace I C T in the region by establishing areas of priority which ARTS, a new technology company from Taiwan Asia, want to enter. The areas of priority are the Special economic zones which are mainly, energy, infrastructure, Water, Education and technology. The government of Rwanda has also included incentives to foreign companies which will invest $50 million plus within the Special Economic Zones. ARTS which is pretty in the category should take advantage of the incentives like tax holidays for up to seven years to establish a technological giant in the region. Regardless of all this, Rwanda also has the most stable political environment where business is meant to prosper. Rwanda has a one laptop per child project, whereby each school going kid is supposed to own a laptop, Luyt, (2008). Postivo BGH an already established company in IT has been contracted to carry out the project, this company already dominates major technological aspects in Rwanda, the major problem is going to be ARTS overturning the situation and have a market share in Rwanda too. The study is going to offer a report on the same and suggest if it is a good idea to work in Rwanda in regard to ARTS interest to enter the Rwandan market. The study will also compare products produced by both Postivo BGH and ARTS to determine the expected competitiveness. Finally, the comparison between markets for high-speed gadgets produced by ARTS and in the USA will determine the future of ARTS.
Introduction
In Sub-Saharan Africa, Rwanda has shown the strongest interest in equipping children with laptops. Friedman (2012) said that, the government of Rwanda has started a one laptop per child project, an initiative that has attracted computer technology companies to invest and produce local computers for local kids. Festival BGH has taken advantage of this situation and it has opened a computer assembling plant in Rwanda. Major reasons why Postivo BGH decided to open their firm in Rwanda is because Rwanda has strong policies to curb corruption and they approached this company looking forward to a one laptop per child project.
